Skal can be used as:

a) A command.  Du skal ikke stjele, (you . "You shall not steal)."

b) Threat.  Hvis du går fra meg, skal jeg drepe deg,. (if "If you leave me, I'll kill you)."

c) Promise.  Jeg skal kjøpe bil til deg når jeg vinner i lotto, (. "I'll buy you a car when I win the lottery)."

d) About to. Da jeg skull gå hjemmefra i går, ringte telefonen (. "Just as I was going to leave home yesterday, the telephone rang)."

Should have. I fjor skulle jeg ha dratt til Kina i ferien, men så ble jeg syk, og måtte være hjemme (. "Last year I should have gone to China for my holidays, but then I became sick and had to stay home.)"
