What are the major differences between Moodle 3.11 and 4.2?

Functionalities and Features:

Can I personalize the content displayed on my index page in Moodle 4.2? Unfortunately, customization of the index page is not supported in Moodle 4.2.

 Is there any training available for Moodle 4.2?

Demo Environment: 

Am I able to update my course in the demo environment? No, the demo environment is reset every two weeks. Therefore, any changes you make will be lost

Course Rollover

Should I wait for the Moodle 4.2 upgrade before rolling over my course? It's not necessary to wait. You may choose to rollover your course prior to the upgrade to prepare or update content for the next academic year. Alternatively, you may rollover your course after the upgrade, which will allow you to familiarize yourself with the new interface and navigation while updating your course.
